Building a Compassionate and Connected Gold Coast: A Joint Regional Plan for Mental Health, Suicide Prevention, Alcohol and Other Drug Services – 2025-2028

The Gold Coast is a vibrant, diverse and resilient community. Like many communities across Queensland, it continues to grow and evolve in how it supports mental health, wellbeing and connection. That's why Gold Coast Health and the Gold Coast Primary Health Network (GCPHN) have come together to renew our commitment to the community through the Joint Regional Plan (JRP) for Mental Health, Suicide Prevention and Alcohol and Other Drug Services 2025-2028, in partnership with First Nations leaders, people with a lived experience and non-government organisations.

This plan provides a shared opportunity to connect community strengths and localised support to ensure that every part of the system works together in a coordinated way to promote mental health, prevent suicide and reduce alcohol and other drug-related harm.

A shared commitment
Voices from across our region have shaped the JRP 2025-2028 including people with lived experience, First Nations leaders, clinicians and GPs, community organisations and government partners. It reflects a commitment to our shared values – accountability, transparency and equity and is supported by a robust governance structure including a Strategic Oversight Committee and four partnerships groups focused on suicide prevention, adult and older persons mental health, child and youth mental health, and alcohol and other drugs.

Why this matters
When we plan and act together across health, social services, community, primary care and lived experience, we build a system that sees the whole person. By aligning our efforts and strengthening partnerships, the JRP 2025-2028 ensures a more coordinated and responsive mental health, alcohol and other drugs and suicide prevention system, meeting people where they are, when they need.

Our Shared Vision – the people of the Gold Coast live life with meaning and purpose within a compassionate, connected and diverse community.

What’s New in the 2025-2028 Plan
The JRP 2025-2028 embraces the momentum established through the foundational JRP 2020-2025 and takes the next step towards building on strong partnerships, local knowledge and a shared commitment. The new plan incorporates lessons learned, stakeholder feedback and new priorities identified through extensive consultation. You can see progress against the previous plan here:

The five key focus areas for 2025-2028

The JRP 2025-2028:

  • helps align work across primary care, community and hospital-based settings;
  • supports the community’s mental health and wellbeing across various sectors; and
  • responds to growing local needs within vulnerable population groups, including children and young people, First Nations people, culturally and linguistically diverse communities, people from LGBTQIAP+ communities and people who are experiencing or at risk of experiencing homelessness.

What’s Next?
Implementation is already under way and is supported by joint governance, annual planning and performance measurement. We will continue to measure progress through meaningful data and reporting, ensuring the plan remains responsive to our community’s needs and delivers real outcomes. Together, we are delivering a more connected, coordinated and compassionate mental health, alcohol and other drugs, and suicide prevention service system for the people of the Gold Coast.
